Ibori, who served as Governor of Delta State from 1999 to 2007, is often credited with pioneering leadership that empowered many young politicians and civil servants.

His supporters argue that no elected politician, particularly from the Urhobo ethnic group, has matched his ability to elevate people into positions of influence.
